On 5 July 2004, the Ministry of Industry (MoI) of Vietnam and Sida signed a Contract with "Carl Bro International" and "entec" to be Programme Consultant to the Vietnam - Sweden Rural Energy (VSRE) Programme for the period 2003 - 2008. In April 2007 Carl Bro International AB changed name to Grontmij International AB. The services delivered by the consultant are divided into two phases: a one year Preparation Phase and a three year Implementation Phase. 

The Programme includes six Programme areas. Four of these are covered by this Contract:

  • Area 1: Strengthening the implementing capacity of renewable energy policies.

  • Area 2: Technical Standards for Rural Electrification/Electric Networks.

  • Area 3: Mobilising investments for renewable rural energy.

  • Area 4: Institutional models for community services provision and appropriate regulations.

  • Area 6: Awareness Creation on Productive Use of Energy in Rural Areas of Vietnam

The project coordination and administration is referred to as Option 1. The objectives of the Option 1 are that (i) the activities provided within the four Programme Areas is properly coordinated and  integration and cross-fertilisation between the Programme Areas is achieved; and (ii) the Ministry of Industry and other Implementing Agents have strengthened human resource capacity and operational tools for project management, monitoring and follow-up.

The overall objective of the VSRE programme is that the rural population of Vietnam has increased access to options for rural energy services that are reliable, affordable, appropriate, and sustainable. The specific objectives of each Area are:

The programme is implemented in the Ministry of Industry, Hanoi, Vietnam, and the two provinces: Ha Giang and Quang Nam.

The role of the consultants, "Grontmij International AB", "entec" and the Vietnamese consultants are strictly advisory and supportive. The responsibility for the project preparation and implementation rest with MOI and the Implementing Agents (IA).

The Preparation Phase (July 2004 - October 2005) is to specify the activities and the expected outcome beyond the description in the Project Document for the Programme Consultant.

During the Preparation Phase, the role of the Programme Consultant is to assist MOI in setting up the programme organisation and working regulations, drafting Project Documents for four Areas, building project management capacity within the PMB established by the MoI for the Programme, as well as within the Project Management Units (PMU) established by each IA.

The most substantial output components from the Preparation Phase are:

  • Performance of capacity building programmes for the different options

  • Performance of a common study tour in the region

  • Performance of LFA workshops and Capacity Building training

  • Preparation of detailed Project Documents as basis for release of options

Implementation Phase (October 2005 - September 2008)

Area 1  Strengthening the Implementing Building Capacity of Renewable Energy Policies

The main objective is to strengthen renewable energy policy implementation capacity at both government, provincial and district levels, in order to facilitate development of renewable resource plans in rural areas. This task will mean to strengthen the organisational capacity and competence for the implementation within the MoI and concerned provinces.

The most concrete output, beside working procedures and training material, will be applied knowledge in preparation of a number of rural renewable energy plans in two provinces, which will form direct input to the implementation of Option 5.

Area 2  Technical Standards for Rural Electrification

The basic objective is to develop a plan of action for implementation of appropriate sector technical standards and enforcement mechanisms for safe and reliable rural electricity supply, which should be realised through strengthen the capacity to implement policies related on new technical standards for rural networks and related enforcement mechanisms.

The strengthened capacity should be utilised to prepare the new technical standards in due time to be applied in other Programme Areas but also to cover the needs of capacity to continuous update and develop the standards.

Area 3  Mobilising Investments for Renewable Rural Electrification

Concerning financing service models demand-side considerations are important. For credits that may be provided directly to the users, these involve individual households and local community. In this regard, one issue to consider is the "ability to pay" by the households for the credit to be provided. This is also important in designing the structure of the financing

service package, which may involve some equity portion, if appropriate.

Area 4  Institutional Models for Community Service

This project should contribute to the long-term sustainability of the implementation of Rural Electrification (RE) projects - where stakeholders and actors will take ownership and drive the process forward once this project is finalised. The local and central authorities as well as if possible the Private Sector should act as catalysts to ensure replicability and long-term sustainability of implementation of Renewable Energy projects. The developed models will be implemented in the selected pilot areas where we will give all required support.

Area 6: Awareness Creation on Productive Use of Energy in Rural Areas of Vietnam

The overall objective is to provide the rural population of Vietnam with an increased access to rural energy services that are reliable, affordable, appropriate and sustainable.
